Disaster management departments should not only finish the department's work on disaster reduction, but also strengthen the communication and cooperation between departments. The departments who are related closely in the work of disaster reduction must strengthen the cooperation in sharing disasters information, monitoring and predicting and boycotting disaster, especially in exploring and innovating. Following are some conception about improving the comprehensive disaster reduction:
Carry out integrated monitoring on the risk of catastrophe.
Within the framework of the National disaster reduction commission and on the base of every disaster’s monitoring work, we will coordinate every disaster management departments to set up a comprehensive monitoring system on the risks of catastrophe.
We will organize conference for every disaster monitoring departments regularly or irregularly, work out a comprehensive forecast of catastrophe trend after the research and discussion on it, and then report the forecast to National disaster reduction commission to help them adjust the disaster reduction work.
If the risk of catastrophe is increased obviously, the catastrophe chain is highly likely to appear and there is a need to launch a comprehensive monitoring mechanism for catastrophe risk, we will report it to every disaster management departments who are related closely with the catastrophe, coordinate the monitoring work, pay attention to the dangerous areas, dispatch monitoring force and share the monitoring information through online meetings so that we can implement comprehensive monitoring of catastrophe risk.
Establish a comprehensive monitoring and forecasting laboratory for catastrophe risk in the areas where always have catastrophe.
Analyze the classification results on key monitoring areas of single kind of disaster and choose a comprehensive regional to be a comprehensive monitoring and forecasting laboratory for catastrophe risk. When the departments are launching disaster monitoring and forecasting work, the horizontal alliance between departments in laboratory should be strengthened. And we will focus on disaster correlation from different perspectives so that we can carry out an experimental study on the comprehensive monitoring and forecasting of catastrophe risk. We are trying these following activities.
We will carry out an investigation on disaster environment, study the condition of the earth’s surface system of the common area which all departments have pay attention to, analyze the condition of all aspects and the contingency and certainty of previous disasters, try to figure out the root causes of multiple disaster.
All the departments shall share the monitoring information of catastrophe, communicate the situation of all kinds of disasters with each other and try to get a holistic system understanding about the catastrophe so that we can form a comprehensive monitoring system gradually.
All the departments need to communicate the thought of disaster forecast, carry out cross-study and explore the mechanism of the connection and interaction between various disasters then form a new idea of comprehensive forecast gradually.
Establish a catastrophe tracking system and implement site evaluation of catastrophe.
The catastrophe tracking system includes: track car, helicopter, observation instruments in vehicle and airplane, mobile communication equipment and support equipment for outdoor life. The main points of the disaster site assessment work are as follows:
When great natural variability occurs, the tracking system should arrives the scene as quickly as possible and tracking its trajectory, observe the process of catastrophe and the evolution of the catastrophe chain, measure the relevant parameters of catastrophe and transmit information to command department in time.
When there are destruction and losses caused by the catastrophe, the tracking system should carry out site assessment in time, assess the situation of the affected things and the local effect of the hazard mitigation measures such as avoiding catastrophe, prevent catastrophe and emergency disposal, then transmit the assessment to command department in time.
The tracking system should predict the possible risk and put up with some disposal according to the site assessment then make some recommendations to the command department in time.
Let the catastrophe experts to participate in the United Nations disaster assessment and coordination work.
Choose the disaster assessment experts of all kind of disaster to participate in the United Nations disaster assessment and coordination work (UNDAC). When the catastrophe happens, these experts should carry out assessment work instantly and take part in the coordination work of disaster assistance. Prepare for UNDAC members in organizing, contacting and training work, as well as the equipment and service support. By organizing assessment experts to participate in the WAC, we will have some cooperation with international disaster reduction organizations and scientists, reinforce the contact and cooperation with other members in UNDAC gradually.
