Progress in “BRI” and Collaborative Disaster Management in China-Pakistan Economic Corridor

Abstract:

The “Belt & Road” Initiative (BRI hereafter) is a new platform for international cooperation proposed by the Chinese government, which provides a new direction and possibility for the development of global governance system. Since it was proposed in September 2013, the BRI has made remarkable achievements. The CAS Connectivity Index, which is developed by the Chinese Academy of Sciences (CAS hereafter) and reflects the overall level of connectivity between China and countries along the Belt and Road, rose from 23.08 in 2013 to 43.04 in 2019, an increase of 86.5%. People-to-people connectivity increased by 1.4, the highest rate of growth among the “five kinds of connectivity”. On the whole, the BRI completed the initial stage of high-speed development and has entered the stage of steady progress and high quality. On this basis, we focus on disaster management in China-Pakistan Economic Corridor (CPEC), as it plays an important role in China's BRI and is one of the most disaster-prone regions in the world. It systematically analyzed the disasters and the evolution of its disaster management system in the CPEC. Specifically, it compares the national, provincial, municipal and community - level institutional mechanisms in their disaster management in China and Pakistan, By doing so, we summarize different but integrated approaches towards effective disaster risk coping strategy and regional cooperation on disaster management in CPEC.
