Flood disaster is one of constraining factors for the development of society and economy. The economic loss caused by flood & waterlogging is very high. In China, flood control and disaster mitigation is the responsibility of the State Headquarter of Flood Control and Drought Relief.
It is comprized of 20 member organizations. Its office is in the Ministry of Water Resources. China uses RS and GIS in flood control, such as Flood disaster monitoring , Remote sensing, current water body differences with baseline in inundated areas and disaster assessment. Now, there are many platforms of Flood Monitoring, satellite in the world. These can provide support for flood monitor, and in this report it will introduce the integrated operational system of flood monitoring and introduce the case of flood disaster assessment based on space technology,such as the flood monitoring and assessment in the middle of Huaihe river in 2003 and the dam -break flood monitoring in Heilongjiang river in 2013.
