Abstract
Tourism systematic and correlative features make the interests of tourist attractions related to the interests of stakeholders in the social，economic，environmental and other aspects，it is inevitable that the interaction game appears between various stakeholders in the development.This paper introduces the symbiosis theory and the stakeholder theory，takes Jinan Nine Towers Chinese Folk Joy Village as an example，allows all stakeholders to actively participate in the development of tourism by building tourist attractions stakeholders，symbiotic mechanism，establishes a balance relationship and control mechanism between the stakeholders，so that a mutually beneficial and stable integration of symbiotic systems can be formed.
